Matthew wanted to show that Jesus was the promised Savior (Messiah).
To do this he portrays Jesus as King with a new kingdom and a new way to live.
Matthew points out that a kingdom has a king and the people need to realize who the king is and then he gives reasons to believe in the king. People refuse to believe the king even when he reveals himself as king. The new king then teaches and reeducates the people about himself and his new kingdom yet the people still refuse to believe the new king. In the end the king will be ratified as king regardless of what people believe or do.
