Deuteronomy
Deuteronomy is written like a covenant treaty between parties of that time. There are the people involved in the treaty, a list of the past actions of the king, and the requirements and regulations that will govern the treaty. This is followed by the blessings of keeping the covenant or the curses for breaking the covenant. The book closes with a description of a continued covenant relationship.
The key speaker is Moses who speaks to the people and reviews God's love displayed through His action. God's love for the people is seen in the fact that He makes a covenant promise with them. In turn God wants the people to love Him by observing and obeying the covenant.

Because there is forgetfulness there is a need for the covenant

The problem is that people are very forgetful and easily distracted.
